JPJ Halts Foreign Driving License Conversions to LMM PUTRAJAYA, May 17, 2025 – The Road Transport Department (JPJ) announced today that it has stopped accepting applications to convert foreign driving licenses to Malaysian driving licenses (LMM), effective May 19, 2025. This decision, according to JPJ Director-General Datuk Eddie Fadzil Ramli, aims to strengthen enforcement of road safety regulations involving foreign nationals. "Foreigners requiring an LMM will need to follow the standard procedures for obtaining a Malaysian driving license," said Datuk Ramli in a statement. Exceptions will be made for diplomats and participants in the Malaysia My Second Home program. The JPJ clarified that this policy change does not affect those holding foreign driving licenses from ASEAN countries, who may continue to use their existing licenses under existing mutual recognition agreements. This change is expected to improve road safety and reduce the number of accidents involving foreign drivers in Malaysia.
