Constitutional Complaint Filed Against Peruvian President Dina Boluarte
Peruvian Congress Receives Constitutional Complaint Against President Boluarte Lima, Peru – A new constitutional complaint has been filed against Peruvian President Dina Boluarte and several of her former ministers. The complaint, submitted to the Peruvian Congress on May 15th, 2025, alleges excessive and disproportionate use of force by state security forces during social protests in December 2022. The Fiscalía de la Nación (National Prosecutor's Office) is investigating the actions leading to 75 identified victims in regions including Apurímac, Ayacucho, Ucayali, Cusco, Puno, and Metropolitan Lima. The timing of the complaint is notable, coming just hours after Congress approved President Boluarte's trip to the Vatican. The complaint covers alleged offenses from December 7, 2022, to February 9, 2023. While the president's office has yet to issue a formal statement, the complaint casts a shadow over her upcoming trip and raises serious questions about accountability for the events of December 2022. The investigation is ongoing.
