Budapest, Hungary – Homeowners benefiting from Hungary's "Otthon Start" 3% loan program could face substantial financial penalties and increased repayment burdens if they fail to adhere to specific conditions, a financial expert has warned. According to an analysis by Hiteles András, a recognized financial advisor, violations of the loan's terms could result in penalties of up to 15 million Hungarian Forints (HUF). The expert highlighted three primary conditions that must be met to avoid these severe consequences: the property acquired with the loan cannot be demolished, it must not be used for non-residential purposes, and its usage rights or usufruct cannot be transferred to a third party. If any of these conditions are breached, the recipient must repay the full amount of interest subsidy received, along with a penalty calculated based on the central bank's base rate plus an additional 5%. For instance, if the interest subsidy is revoked after five years, a 12 million HUF repayment might be required based on current market conditions, plus an additional 3 million HUF penalty. Furthermore, loan repayments could significantly increase. A typical repayment of 240,000 HUF could jump to 360,000 HUF if the loan converts from a subsidized to a market-rate loan after five years. If the subsidy is lost in the first year, the repayment could rise to 390,000 HUF from 240,000 HUF, due to a five-year interest period on the market loan. These figures underscore the importance for borrowers to fully understand and comply with the terms of the "Otthon Start" program.
