However, representatives from the local Housing and Communal Services (ЖКХ) have clarified the situation, stating that "no repair work has been scheduled or carried out at this address for the current year." The ЖКХ further explained that, under legislation enacted in 2016, "cosmetic repairs of communal entrances are exclusively funded by the property owners themselves." This means residents are responsible for organizing and financing any aesthetic improvements. The building's inhabitants acknowledge the urgent need for renovation, citing the unpleasant smell and unkempt appearance as significant issues. The video outlines several potential avenues for residents to address the problem: 1. **Contacting ЖКХ**: Residents can submit a collective letter requesting cosmetic repairs. While the ЖКХ will review the request, the costs will still fall upon the residents. 2. **Hiring a Private Contractor**: This option allows residents to choose a contractor and define the scope of work, distributing costs among apartments.
