The incident, labeled 'Part 2,' shows the officer instructing the man to exit his vehicle. The man repeatedly states he cannot walk and requires a wheelchair, which he does not have. Despite his pleas, the officer insists on his exit. The man is then seen crawling out of the car. He repeatedly asks the officer for his badge number, but the officer does not provide it. The man claims his back is broken and expresses frustration over the stop, which he states was initiated due to a 'tag light' (tail light) issue. The incident was recorded by a companion in the vehicle.
