New ITV Regulations to Impact Thousands of Diesel Cars in Spain from August 2025

Madrid, Spain – Diesel car owners in Spain face significant new challenges as stricter vehicle inspection (ITV) regulations are set to take effect from August 2025. The changes will introduce mandatory measurement of particle filters and AdBlue systems for Euro 5 and Euro 6 diesel vehicles, a move already implemented in several other European countries. Ángel Gaitan, a prominent automotive expert, recently highlighted these impending changes, stating that many vehicles with previously annulled emission control systems will likely fail the updated inspections. "If you annul these systems, it won't pass inspection because they will be detected," Gaitan warned. He emphasized the substantial financial burden this could place on car owners, estimating repair costs to revert modifications could range from 2,000 to 8,000 euros, a stark contrast to the much lower costs of initial annulment. Rafa, an expert from Centralauto, a Spanish company involved in developing ITV technology, corroborated Gaitan's statements. He confirmed that particle measurement equipment is already being applied across Europe, including Belgium, the Netherlands, and Germany. Centralauto has been a pioneer in this field, having implemented most of the OBD units in Spanish ITVs and developing the OBCFM system for European use. Rafa revealed that pilot tests conducted in Spain using new particle meters have shown a 10-12% rejection rate for Euro 5 and Euro 6 vehicles, indicating the scale of the problem. The experts stressed that while these regulations are being imposed by European directives, car owners must be aware of the consequences of non-compliance. Vehicles failing to meet the new standards could face significant fines and be deemed illegal for circulation.
