Heredia Councilman Moves to Remove Óscar Arias's Name from Sports Palace Citing Legal Violation
HEREDIA, COSTA RICA – Heredia Councilman Jose Daniel Berrocal Miranda has spearheaded a motion to remove the name "Oscar Arias Sánchez Premio Nobel de la Paz" from the Palacio de los Deportes, citing a violation of national law. According to Law 3535, public buildings in Costa Rica may only be named after individuals who have been deceased for a minimum of five years. Councilman Berrocal explained that an investigation into the official name of the Heredia Sports Palace revealed that the National Naming Commission had issued a non-favorable opinion (Acta 142) against the request by the National Association of Sports Games Heredia 88 to name the facility after Óscar Arias Sánchez, who is still alive. Despite this, the letters bearing his name were placed at all entrances of the building. "The letters were placed irregularly," stated Councilman Berrocal. "Due to various public inquiries, we undertook the task of investigating the official name of the Sports Palace in Heredia. We found that for a public building to bear a person's name, it must comply with certain requirements dictated by Law 3535, the Naming Law. This law creates the National Naming Commission, which is the only competent body to make such official declarations." He emphasized the need for public officials to address such visible illegalities. "Facing a visible and notorious illegality in our public functions, we must take action," he added. The motion presented by Berrocal seeks not only the removal of the letters but also the establishment of a clear regulation for decorations and distinctions within the Heredia Municipality, building upon work already done by the culture commission. The motion was initially presented last Monday and, after being sent to the culture commission, received a favorable dictamen yesterday. It is expected to be put to a vote by the full council, likely this upcoming Monday, August 11th.
