Kyiv, Ukraine – Serhiy Movenko, head of the Solomyanskyi district administration in Kyiv, recently conducted an inspection of local bomb shelters, revealing concerning conditions and instances of misuse. The official documented his findings in a video, highlighting the challenges faced in maintaining these vital public safety facilities.During his inspection, Movenko observed several issues, including damaged entry doors, accumulation of debris, and signs of unauthorized activities such as smoking and drinking. In one particular shelter, he encountered individuals sleeping on the floor."This door was bent by people," Movenko stated, pointing to a damaged entrance. He emphasized the need for systematic maintenance and proper oversight of these facilities. "Who is responsible for this? Janitors, figures, who is it?" he questioned, referring to the general disarray, including a torn-off power outlet.Upon discovering individuals sleeping, Movenko addressed them directly. "Good morning! Get up! We are leaving! The air raid alert is over," he announced, clapping his hands to rouse them. He further clarified, "You shouldn't be resting or sleeping here. Agreed?"When asked if they lived there, one individual responded with an expletive, to which Movenko firmly replied, "It won't be like that, believe me." The video concluded with one of the men saying "Glory to Ukraine!" and Movenko responding, "Glory to the heroes!"The inspection underscores the ongoing efforts by local authorities to ensure that bomb shelters remain accessible and functional for residents during air raid alerts, while also addressing issues of vandalism and misuse.
