Kyiv, Ukraine - A lawyer, Viktoria Lobanova, has issued a crucial warning to Ukrainian citizens regarding the proper procedure for paying fines imposed by Territorial Recruitment Centers (TCCs). According to Lobanova, correctly specifying the payment purpose on the receipt is paramount to avoid significant financial and legal complications with the state enforcement service. In a recent public statement, Lobanova highlighted that simply paying a fine without detailing its origin can lead to the payment not being recognized by enforcement authorities. She cited a case where her client's initial 100,000 UAH fine from a TCC escalated to 270,000 UAH because the payment purpose was not clearly indicated on the receipt, leading to the enforcement service rejecting the proof of payment. "When you pay a fine imposed by the TCC, you must specify in the payment purpose that it is a payment for a fine under resolution number [insert number] from [insert date], issued by [insert TCC name], for the amount of [insert amount]," Lobanova advised. "If you fail to do so, and the enforcement service opens proceedings against you based on the TCC's resolution, you will not be able to present your receipt as proof of payment." Lobanova stressed that while such issues can be resolved through legal appeals to banks, treasury, and the state enforcement service, these additional steps can be avoided by simply being diligent during the initial payment. She urged citizens to pay close attention to the payment details to prevent unnecessary debt accumulation and legal disputes.
