MINSK, Belarus – The Council of Young Advocates has clarified the current legal requirements for class occupancy in Belarusian schools, emphasizing a shift from fixed student numbers to space-based regulations. Elizaveta Yakovlenko, an advocate from the Gomel Regional Bar Association, explained that while previous legislation stipulated specific class sizes, the current law, particularly the Code on Education, does not set concrete limits on the number of students per class. Instead, the focus is now on ensuring adequate space per student, adhering to sanitary norms and rules. According to Yakovlenko, the principle for calculating class occupancy is based on the area of the educational premises. For existing classrooms, a minimum of two square meters per student is required. For newly constructed educational institutions, this standard increases slightly to at least 2.2 square meters per student. Furthermore, when first-grade classes are housed within preschool educational institutions, a specific norm of 4.5 square meters of educational space, including a recreation area, is allocated per student. This clarification is part of the 'Young Advocate's Advice' legal project, a collaborative effort with the National Center for Legal Information (mir.pravo.by), aimed at providing accessible legal insights.
