Madrid, Spain – The Madrid High Court of Justice has issued a provisional ruling that suspends a fine previously imposed by Consumer Affairs against low-cost airlines Ryanair and Norwegian. This decision temporarily upholds the airlines' right to charge passengers for hand luggage. The court's measure is a precautionary one, meaning that the practice of charging for carry-on bags remains legal until a final, definitive judgment is rendered in the ongoing legal dispute. This ruling follows a previous stance by the European Council, which had indicated that airlines could charge for hand luggage. The current suspension of the fine by the Madrid court means that, for the time being, passengers flying with these airlines may continue to incur additional charges for their carry-on baggage. The ultimate legality of these charges will be determined by a future court decision.
